General help for filing authority
A user is permitted to create a new filing for an issuer if the user has the following three levels of authority:
- the organization the user belongs to has profile authority for that issuer
- Refer to Requesting Authority for an Existing Profile for additional information.
 
 - the organization has been assigned the applicable filing(s) role (e.g. Securities offerings)
 - the user’s account has authority to create the same filing(s) role
